Workforce systems often operate across many agencies and locations, making coordination and consistent service delivery a challenge. AIR helps state, regional, and local partners design aligned, user centered workforce systems that reduce fragmentation, strengthen service delivery, and improve outcomes for jobseekers, employers, and communities.

Transforming Iowa's Workforce Development System for Better Services, Governance, and Outcomes 

Iowa workforce leaders partnered with AIR to transform the state's workforce system, facilitating the consolidation of 15 local areas into 9 and strengthening governance, service delivery, and workforce capacity through training, technical assistance, and strategic planning.


Greater Cleveland Works: Strategic Planning and Workforce System Improvement

AIR partnered with the Cleveland-Cuyahoga County Workforce Development Board (now Greater Cleveland Works) to strengthen workforce strategy and service delivery. AIR facilitated the Board’s 2019–2023 strategic plan, engaged community stakeholders, assessed services for job seekers and employers, and provided research and recommendations to support workforce innovation and industry engagement.


Building a Workforce Future: The Strategic Vision of the Kentucky Workforce Innovation Board

The Kentucky Workforce Innovation Board worked with AIR to develop a new strategic plan by analyzing the state’s workforce landscape, gathering input from stakeholders, and facilitating collaborative planning sessions. AIR produced a framework focused on employer engagement, educational attainment, workforce participation, and resource alignment.

KANSASWORKS Staff Development for On-the-Job Training Programs

AIR partnered with the Kansas Department of Commerce to expand on-the-job training (OJT) opportunities for less experienced workers, including individuals reentering the workforce. AIR assessed staff training needs, delivered in-person and virtual training for KANSASWORKS staff, and developed practical tools and resources to support employer engagement and OJT program implementation.


Talent Pipeline Management® Leadership and Workforce Innovation

AIR has supported the U.S. Chamber of Commerce Foundation's Talent Pipeline Management (TPM)® Initiative through a variety of projects and leadership engagements since 2019, including serving as faculty and TPM fellows for TPM Academies across the United States.
