U.S. Chamber of Commerce Foundation, Center for Education and Workforce: Talent Pipeline Management® (TPM®)

AIR has supported the TPM® through a variety of projects and leadership engagements since 2019, including serving as faculty for TPM® Academies across the U.S., supporting aligned talent pipeline strategies for the Foundation’s TPM® National Learning Network, leveraging employer leadership to engage opportunity populations in talent pipelines, and building employer-led apprenticeship strategies.


SA WORX Talent Pipeline Management Implementation

SA WORX saw the need for a structured, data-driven, and industry-led solution to talent pipeline challenges in the Greater San Antonio Region. Seeing promise in the U.S. Chamber of Commerce Foundation’s field-tested Talent Pipeline Management® (TPM) framework and methodology, the SA WORX team employed AIR to apply this approach to solve industry challenges and provide quality career opportunities for San Antonians in key regional industry sectors: manufacturing, healthcare and bioscience, IT and cybersecurity, finance, and construction and skilled trades.

Competency Connections: Bridging Industries and Education

The U.S. Department of Labor’s Employment and Training Administration’s (ETA) works with business leaders, education, labor, and the public workforce investment system, to create comprehensive and readily accessible documentation of the skills and competencies required in economically vital industry sectors. AIR supported scaling ETA’s Competency Model Clearinghouse by providing technical assistance to users, enabling them to develop, validate, and enhance competency models critical for workforce and economic development initiatives.

H-1B One Workforce, Rural Healthcare, and Nursing Expansion Grant Technical Assistance

Addressing workforce shortages through sustainable employment and occupational training programs is an important strategy to confront disparities in health outcomes. AIR, with its partners, provides programmatic and performance management technical assistance to help the Department of Labor Employment and Training Administration’s H-1B grantees achieve project success across a variety of industries. AIR works with partners to support the Rural Healthcare and Nursing Expansion grant programs. 


New Jersey Apprenticeship Technical Assistance Collaborative (NJ A-TAC)

NJ A-TAC was a three-year statewide initiative (2023-2025) that supported the growth and expansion of Registered Apprenticeship in New Jersey. Led by the New Jersey Council of County Colleges, in partnership with AIR and Jobs for the Future and funded by the New Jersey Department of Labor, NJ A-TAC provided technical assistance, research, and implementation support to modernize and expand apprenticeship opportunities across the state.
