H-1B One Workforce, Rural Healthcare, and Nursing Expansion Grant Technical Assistance
Addressing workforce shortages through sustainable employment and occupational training programs is an important strategy to confront disparities in health outcomes.
AIR, with its partners, provides programmatic and performance management technical assistance (TA) to help the Department of Labor (DOL) Employment and Training Administration’s (ETA) H-1B grantees achieve project success across a variety of industries. AIR partners with Social Policy Research Associates to support the H-1B One Workforce H-1B Rural Healthcare grant program. AIR partners with Social Policy Research Associates and Mathematica in supporting the DOL Nursing Expansion grant program.
Our comprehensive TA strategy across all three grant programs includes:
- Customized coaching to help grantees problem-solve and refine strategies
- Peer learning and knowledge sharing opportunities such as monthly grantee peer calls to facilitate real-time problem-solving and periodic discussions on promising strategies
- Tools and resources that provide information and templates related to strategy assessment; strategy development; progress tracking; and participant support
- Quarterly performance monitoring to identify challenges for which TA staff can provide remediation and strategic assistance
The H-1B One Workforce Grant Program is designed to develop replicable, comprehensive workforce strategies for preparing the workforce for middle-to high-skilled H-1B occupations within the information technology, advanced manufacturing, and transportation sectors.
The H-1B Rural Healthcare Grant Program is designed to alleviate healthcare workforce shortages by creating sustainable employment and training programs in healthcare occupations (including behavioral and mental healthcare) serving rural populations that are scalable and replicable.
The DOL Nursing Expansion Grant Program addresses bottlenecks in training qualified nursing professionals by helping individuals gain the skills necessary to fill quality healthcare jobs through worker-centered sector strategy partnerships. Specifically, these grants will increase the number of nursing instructors and educators, and will support the creation of equitable opportunities for frontline healthcare professionals to advance on a career pathway to better meet our nation’s need for critical care today and for years to come

The H-1B training programs are funded through user fees paid by employers to bring foreign workers into the United States under the H-1B non-immigrant visa program.
