Through strategic planning and expert support, we help develop multiyear strategies and implement evidence based solutions—such as Registered Apprenticeship, youth apprenticeship, and CTE—that expand access to skill building opportunities.

How Industry Intermediaries Strengthen Apprenticeship Systems
Apprenticeship industry intermediaries play a key role in expanding apprenticeship programs within targeted industries. From 2020 to 2025, AIR worked with the U.S. Department of Labor to help employers create and launch registered apprenticeship programs in tech, supporting a more diverse and skilled workforce through strategic planning, employer engagement, and program design assistance.
What Works to Expand Apprenticeships at the State Level
Between 2016 and 2025, AIR partnered with the U.S. Department of Labor to help states expand registered apprenticeship as a key workforce development strategy. As the national technical assistance provider for state apprenticeship expansion grants, AIR supported states through coaching, peer learning, strategic planning, and the dissemination of promising practices.
EmployIndy: Guiding Regional Apprenticeship Expansion
AIR guided apprenticeship expansion in non-traditional occupations in Marion County and the greater Indianapolis region through the EmployIndy Apprenticeship Hub project. AIR provided strategic planning and technical assistance to advance EmployIndy’s strategic apprenticeship goals.
