Even strong work based learning programs can fall short when staff lack the skills, tools, or data needed to deliver results. AIR helps organizations close these gaps by building practitioner capacity, strengthening employer engagement, and supporting effective mentor training. We also help programs adopt emerging tools, including AI, to improve delivery and outcomes.

AIR designs practical performance tracking systems—such as dashboards, key performance indicators (KPIs), and quality metrics—to measure skill development and credential attainment. We support targeted recruitment and learner supports that expand participation and improve retention. To help programs sustain success over time, AIR guides organizations in using blended funding strategies, strong governance structures, and continuous improvement approaches, including learning cycles and knowledge sharing hubs. Together, these supports improve program quality, reduce risk, and create lasting workforce impact.

Strengthening Apprenticeship Across New Jersey Through Collaboration 

The New Jersey Apprenticeship Technical Assistance Collaborative (NJ A TAC) was a statewide, three year initiative (2023–2025) that supported the growth of Registered Apprenticeship programs across New Jersey. AIR supported this effort by conducting research to raise awareness and share promising practices, helping organizations build the capacity to implement apprenticeship programs, and identifying and spreading solutions to expand access and opportunity.

Bolstering Workforce Pathways at City Colleges of Chicago

AIR developed modules to support measurement of work-based learning. These modules help districts and schools select and develop a work-based learning measure and determine how to collect data through portfolios, rubrics, employer feedback, and student self-assessments to assess the quality of work-based learning opportunities. AIR developed a Strategic Employer Engagement Desk Aid for City Colleges of Chicago, which includes high-level strategies and tips for understanding industry opportunity and enhancing student outcomes through relationship development and sustained employer partnership.
