The Mexican labor reform and the accompanying new procedures represent a crucial step in strengthening union freedom and democracy, freedom of collective bargaining, and the interests of workers and employers. These changes provide workers with the opportunity to participate, influence, and decide on the internal life of their organizations, as well as on their working conditions.

With funding from the U.S. Department of Labor’s Bureau of International Labor Affairs under the Strengthening Government Labor Law Enforcement project, AIR developed materials to support Mexican unions in complying with current regulations. The materials offer recommendations, advice, and guidance to help translate the law from theory into practice, specifically with respect to three key union democracy procedures:
What Are the Materials For?
The materials have been developed to:
- Promote participation of workers, especially women, in union democracy procedures;
- Strengthen genuine representation in collective bargaining;
- Help unions comply with the formal and substantive requirements of three union democracy procedures;
- Encourage workers to exercise their collective rights under the new model of collective labor relations; and
- Support new unions and small unions that are developing their organizational expertise and require additional guidance.

To meet the proposed goals, a series of tools has been developed for each union democracy procedure, such as guides, templates, videos, and infographics.
