Helping the Public Libraries Survey Create Reliable Methods for Data Collection

The Public Libraries Survey (PLS) collects data from all libraries—approximately 9,000 libraries and 18,000 locations—so that the Institute of Museum and Library Services (IMLS) can showcase stories of how libraries transform their communities.

This annual survey covers a wide range of topics, including library visits, circulation, size of collections, library programs, public service hours, staffing, electronic resources, operating revenues and expenditures, and capital revenues and expenditures. The data are used by researchers, journalists, the public, local practitioners, and policy makers at the federal, state, and local levels for planning, evaluation, and policy making.

How AIR Supports the Public Libraries Survey

The comprehensive nature of the PLS shows that public-use computers get more use at libraries in areas with lower rates of home internet access, underscoring the importance of public libraries for providing all Americans with access to essential information resources in their communities.

AIR has supported IMLS to design, administer, process, and analyze the PLS since 2015. AIR staff apply a range of methodological skillsets, including questionnaire design, data collection system development, data management, imputation, data visualization, and engagement in the library services field.

AIR works closely with IMLS to improve the methodological rigor of the PLS and the timeliness of data releases and to provide additional research and evaluation services. Our approach blends deep expertise in data collection methodology and technical assistance with many years of experience in the federal statistical system.
