Strengthening Elementary Computer Science Education in Rural Communities Through Local Industry Partnerships
Rural communities represent a significant portion of the U.S. population (about 60 million people), yet they are often overlooked in computer science (CS) education research. Expanding CS education in these areas can help ensure rural students are not left behind in a tech-driven economy.
In addition, partnering with local industries can help make computer science more relevant and meaningful to rural students.
The PNWECC Initiative and Its Goals
The Pacific Northwest Elementary Computer Science Collaborative (PNWECC) initiative is a partnership created by AIR, BootUp Professional Development, the Idaho STEM Action Center, the Oregon Department of Education, and the Washington Office of Superintendent of Public Instruction (OSPI).
The PNWECC is working to expand access to CS education in rural elementary schools across Idaho, Oregon, and Washington. Research suggests that learning computational thinking early makes it easier for students to advance in CS learning and fosters interest in CS-related careers.
Rural districts often lack built-in staff and resources, so the initiative aims to create pathways that connect educators, state agencies, and local industries. The project focuses on research, curriculum development, and partnership-building.
By leveraging local industry collaboration and targeted professional development, the project aims to deepen understanding of rural CS education, enhance local relevance, and promote knowledge-sharing to benefit over 200 districts and lay the groundwork for future large-scale efforts.
Why Deepen Understanding of Rural Computer Science Education?
- Address research gaps: Few studies focus on rural CS education, and there is limited evidence on how to build cohesive CS pathways across all elementary grade bands (K–5). Understanding these contexts is critical for designing effective, scalable models.
- Sustainability challenges: Many CS education initiatives end when project funding runs out. Research is needed to develop strategies for long-term implementation in districts with limited resources.
- Shared learning: By connecting dots across rural communities in the Pacific Northwest, the project seeks to identify common approaches that can be replicated regionally and nationally.
