AIR Awarded the Human Capital and Training Solutions (HCaTS) Contract Vehicle

AIR has been awarded the government-wide Human Capital and Training Solutions (HCaTS) contract, designed to provide human capital strategy, tailored training and development, and organizational performance improvement services to all federal agencies. HCaTS is an indefinite-delivery indefinite-quantity (IDIQ) contract vehicle managed through a partnership between the General Services Administration (GSA) and the Office of Personnel Management (OPM).

“The HCaTS award provides an opportunity for us to continue a long tradition of bridging content knowledge, technical assistance, and research expertise to provide even more effective and efficient human capital solutions for federal government partners,” says AIR President and CEO David Myers.  

AIR federal government clients include the Department of Education, Department of Health and Human Services, Department of Homeland Security, Department of Housing and Urban Development, Department of Justice, the Federal Aviation Administration, and the Transportation Security Administration.

Agencies may access HCaTS in one of two ways: through Direct Acquisition, in which GSA issues a Delegation of Procurement Authority to the customer agency ordering contractor who performs the acquisition; or Assisted Acquisition, in which OPM performs the acquisition on behalf of the customer agency and provides post-award support, as negotiated with the customer.
