Jennell McHugh

Jennell McHugh specializes in survey and assessment development, data collection management, field staff training, and qualitative data analysis. She currently serves as the project director for the State Library Administrative Agency Survey, a biennial national census survey conducted for the Institute of Museum and Library Services. 

In this role, she manages client and constituent relations, project teams, budgets, and resources and oversees all phases of the survey, including survey development, OMB clearance, data collection, data file release, and reporting. Additionally, McHugh supports multiple Michigan Preschool Development Grant studies and manages the workforce survey and data collector trainings for the Birth through Eight Strategy for Tulsa (BEST) Project.

Previously, McHugh served as the deputy director for the Early Childhood Longitudinal Study Kindergarten Cohort of 2023‒24 (ECLS-K:2024). In this role, she managed the development of ECLS web products, including data user guides and infographics, which received an “Exceptional” rating from the National Center for Education Statistics (NCES). She also served as a senior technical expert for the Longitudinal Studies Branch of NCES, contributing to the Middle Grades Longitudinal Study (MGLS) and other secondary and postsecondary education research.
