GeMar Neloms is a principal technical assistance (TA) consultant with AIR. Her portfolio of work involves organizational and leadership capacity building in workforce development, K-20 and adult education, health equity, disability research, and youth development.
Neloms directs RETAIN TA, the programmatic TA provider for the Retaining Employment and Talent After Injury or Illness Network (RETAIN) initiative. In this role she oversees the development and delivery of capacity building services to RETAIN state grantees who seek to improve labor force retention and reduce long-term work absences that occur when a worker acquires an injury or illness inhibiting their ability to work.
Within AIR’s Adult Learning practice area, Neloms leads the design and implementation of regional and select targeted training for the National Reporting System (NRS) for Adult Education to assist states on accountability and data use for program management and improvement. In addition, she provides strategic planning and professional development coaching and support to individual states on adult education and workforce development topics.
Neloms led and contributed to key initiatives with the College and Career Readiness and Success Center (CCRS Center). She led the Defining and Measuring High Quality Work-Based Learning Peer Network; guided and facilitated on the integration of employability skills into career readiness efforts for state education agencies and the Washington State Board of Community and Technical Colleges; and led development in resources to build state and district capacity to support postsecondary success, including the online CCRS Organizer Scorecard, the Work-Based Learning Definitions: Themes from States and National Organizations resource, and the Work-Based Learning: Promoting a Well-Rounded Education for All Students webinar.
Prior to joining AIR, Neloms consulted to and worked for national and local organizations in topic areas that included health equity; workforce development, education, childhood obesity; disabilities; human services; and youth and leadership development. In addition, she has extensive experience in organizational capacity building; including strategic planning; professional development; strategic and collaborative partnerships; and resource, board, and program development.
