Anlan Zhang

Anlan Zhang has more than a decade of experience in the analysis and reporting of education-related statistics using national- and state-level population and education surveys and administrative data. 

She currently serves as the task lead for a project that focuses on professional development as a strategy for improving access to high-quality child care for young dual language learners in California, where her analysis will help the state and its child care providers better support the dual language learners in subsidized child care. 

She is also the task lead for the MiLEAP Early Educator Wages Pilot project, where her analysis using administrative data and national workforce surveys will provide insights about the development of Michigan’s early child care and education workforce. 

Zhang, a certified Project Management Professional, has years of direct leadership experience on large and complex projects; expertise in statistical analysis using programming languages like SAS; and extensive knowledge of a wide range of education and household surveys as well as industry standards for reporting analytical findings through tables, figures, and indicators.

Previously, Zhang was the analysis lead and deputy project director for the Office of Elementary and Secondary Education (OESE) Data Management and Analytic Support project, and she also provided technical guidance on various other projects supporting the OESE and the Office of the Chief Data Officer (OCDO). 

For example, she oversaw the development of a Title III data collection guide, a series of ED Data Express analysis exemplars, a research review of State Unsafe School Choice Option Policies, and the analyses for data stories on career and technical education (CTE) and science, technology, engineering, and mathematics (STEM). 

Zhang also served as the task lead for the National Center for Education Statistics’ Digest of Education Statistics and Indicators of School Crime and Safety reports for several years.
