Medicare Data Sharing for Performance Measurement Qualified Entity Certification Program (QECP)
Poor access to data prevents patients and other stakeholders from being able to make informed decisions about healthcare. The goal of the Qualified Entity Certification Program (QECP) is to increase transparency by enabling organizations to receive Medicare claims data and prescription drug event data for use in evaluating provider performance. The program is part of the Centers for Medicare & Medicaid Services (CMS) Medicare Data Sharing Program.
AIR supports the prime contractor, Index Analytics, in technical assistance, policy analysis, monitoring, and operations subject matter expertise. AIR also leads the Consensus Based Entity (CBE) Certification Program under this contract. We provide technical assistance for the Qualified Entity (QE) application and monitor how QEs use and share the data. AIR leads the policy domain, providing subject matter expertise and historical program knowledge to assist CMS in drafting regulatory-based responses to QE questions. Finally, AIR serves as the subject matter expert and reviewer for measurement and reporting.
From 2013-2018, this contract was led by IMPAQ International, and in the 2018 re-compete, IMPAQ partnered with small business Index Analytics. This is a long-standing contract for the AIR team.
