States across the nation are investing in efforts to improve literacy outcomes for students. Through the Literacy Coaches and Reading Specialist Educator Training (LCRSET) Grant, California is training literacy coaches and reading specialists to strengthen early literacy instruction statewide.

State and local leaders need clear information about how these investments are being used and what impact they have on schools, educators, and students. AIR serves as the independent evaluator of the LCRSET initiative, examining how the grant is implemented and how it contributes to California's literacy goals.

What the Evaluation Examines

AIR's evaluation focuses on how local education agencies (LEAs):

  • Use LCRSET funding to build and strengthen schoolwide literacy programs;
  • Hire, train, and support literacy coaches and reading specialists;
  • Engage families in literacy-related activities;
  • Plan to sustain literacy improvements after grant funding ends; and
  • Support student literacy and language development.

The grant didn’t just add another position. It changed the culture of teaching and learning at our school.

Why This Work Matters

California is committed to improving students' literacy and language outcomes. Findings from the evaluation will provide state and local leaders with evidence about how LCRSET funding is being implemented and where it is making a difference. Together, these insights can help strengthen literacy systems and support long-term improvements in teaching and learning across California.
