Development of Quality Indicators for Adult Education Programs

Business and industry expressed grave concerns about the skills levels of current and future workers. Building on prior legislation to improve the delivery of adult education services and address worker preparation, the National Literacy Act of 1991 mandated states develop indicators of program quality.

AIR developed model indicators of program quality for adult education programs, required by the National Literacy Act of 1991. The development process included reviewing indicators already developed by various states; reviewing indicators and standards used in related federal programs; commissioning background papers by experts in the field; conducting meetings with experts, educators, and administrators; and conducting workshops for state directors of adult education responsible for developing and implementing state indicators.
