Sam Simon leads AIR's Quality Measurement and Improvement portfolio. Dr. Simon is a health services researcher with over 25 years of experience developing, evaluating, and implementing clinical quality measures for use in federal clinician, hospital, and nursing home accountability programs. He applies this expertise across both federal value-based care programs and quality improvement initiatives in a range of clinical settings. Beyond measure development, he has extensive experience providing quality measurement strategy to support the implementation of value-based care programs.

Dr. Simon has extensive experience with CMS quality payment programs and measure evaluation criteria, with particular expertise in patient-reported outcome performance measures (PRO-PMs) and composite measures. He serves on CMS’s Consensus-Based Entity Scientific Methods Panel, advising on the endorsement of complex clinical quality measures, and has published over a dozen papers on measure reliability and validity for use in value-based care settings.
