Kyle Fagan

Kyle Fagan partners with state, regional, and local agencies to drive improvement at the intersection of educational and community change. With over 10 years of experience in research, evaluation, and technical assistance, Dr. Fagan specializes in collaborative strategies to address complex, systemic issues. 

Dr. Fagan was recently the director of the Regional Educational Laboratory (REL) Midwest, funded through the Institute of Education Sciences at the U.S. Department of Education. In this role, he led a team of over 60 staff members who worked alongside teachers and education leaders across seven states, providing evidence-based technical support and applied research on topics such as early literacy, middle school math, career and technical education, the educator workforce, and creating safe, supportive learning environments for students. 

Additionally, Dr. Fagan leads a task focused on consortium and hub health and effectiveness for the Defense STEM Education Consortium, funded by the U.S. Department of Defense, and is a senior advisor on an evaluation of Growing Inland Achievement’s collective impact model, funded by the Bill & Melinda Gates Foundation. 

His work reflects a deep commitment to fostering sustainable progress in education and community systems through meaningful partnerships, evidence-based practice, and continuous improvement.
