Koray Caglayan

Koray Caglayan is an applied microeconomist with experience in quasi-experimental research design, data analysis, and programming, and 20 years of experience in project management. Dr. Caglayan’s research is focused on the determinants and long-term effects of early life health capital. He wrote his dissertation on the effects of public policy on birth outcomes. 

At AIR, Dr. Caglayan works in policy evaluation and operational support projects related to health and healthcare. He has experience in leading the design, planning, and implementation of policy/program evaluation studies at the local, state, and national level using administrative and complex individual level data sets such as Natality Files of Vital Statistics. 

Dr. Caglayan leads a team of quantitative and qualitative researchers who evaluate the effects of the Family Connects Program, which provides home visiting services to families during the post-partum period, on maternal and infant physical and mental health in Frederick County, Maryland. He recently led a quantitative analysis task of a state policy study with responsibilities including quantitative research design; planning, and implementation of data analysis; presentation of quantitative results to the client and stakeholders; collaborative writing of comprehensive findings reports, infographics, manuscript, and other dissemination products.
