Kelsey Walter

Senior Researcher

Kelsey Walter is a senior researcher at AIR. She specializes in research and evaluation of policies and programs serving older adults, individuals with physical disabilities, individuals with intellectual and/or developmental disabilities, and people receiving Medicaid home and community-based services. She has over 15 years of project leadership experience working in and with state health and human services and Medicaid systems. She also specialized is survey design and implementation.

Walter currently serves as the project director on the Understanding and Responding to Disparities and Inequities in Medicaid Home- and Community-based Services (HCBS) project. The project focuses on measuring racial and geographic disparities in Medicaid HCBS and collaborating with diverse stakeholders and policymakers to develop strategies for improving HCBS equity.

Walter is also the project director of CMS’s Part C and Part D Call Center Monitoring project. The team supports the monitoring and evaluation of Medicare Part C organizations and Part D Plan Sponsors’ Customer Service call centers and Pharmacy Technical Assistance help desks. And provides an assessment of Medicare Part C and Part D plan sponsors’ call center availability and responsiveness.
