Jon Potter

Jon Potter works with education leaders and educators to strengthen instructional systems by improving how data are used to design, deliver, and adapt instruction and intervention. His work centers on supporting implementation of Multi-Tiered System of Supports (MTSS) with a strong emphasis on literacy, progress monitoring, and instructional decision making. He designs and delivers professional learning and technical assistance that help state, district, and school teams align assessment, instruction, and intervention to better meet student needs.

At AIR, he provides national technical assistance through the National Center on Intensive Intervention and the Center on MTSS, where his work focuses on data-based individualization, intensive intervention, and system-level use of data. He supports the development of practitioner-facing tools, professional learning modules, and targeted workshops that help educators evaluate instructional effectiveness and adapt interventions based on student need. 

Prior to joining AIR, Dr. Potter supported statewide implementation of MTSS in literacy in Oregon, partnering with districts and schools to build coherent, sustainable instructional systems. In this role, he worked closely with district and school leadership teams, provided ongoing coaching, designed and delivered large-scale professional learning, developed implementation tools, and supported districts to use data. This experience informs his practical, implementation-focused approach to supporting educators and systems in improving outcomes for students. He co-authored the book Untangling Data-Based Decision Making: A Problem-Solving Model to Enhance MTSS.
