Elena Soles
Elena Soles is a senior researcher at AIR. She is a clinical expert with experience in qualitative and quantitative research, policy evaluation, healthcare analytics, and working in both outpatient and inpatient clinical settings. Her expertise includes telehealth, provider practice patterns, health disparities and health equity, clinical workforce initiatives, insurance design, and healthcare delivery models. She regularly applies her clinical knowledge related to chronic and musculoskeletal conditions, pain science, and preventive healthcare concepts in project work at AIR.
Dr. Soles serves as a project director, researcher, and clinical subject matter expert across projects at AIR relating to health policy, healthcare utilization, disability and employment services, access to healthcare services, and evidence-based healthcare practices. Dr. Soles currently leads AIR’s work with the State of Minnesota in performing public health, economic, and fiscal evaluation of proposed health benefit mandates. She also works closely with AIR’s multi-disciplinary clinical team to evaluate practice guidelines and recommend treatment coverage for high-risk conditions. She works across projects for federal clients, including the Centers for Medicare & Medicaid Services (CMS) and the Office of Disability Employment Policy (ODEP).
