Alyssa Cohen

Alyssa Cohen has over two decades of experience in healthcare policy research and operations. Her primary focus at AIR involves Medicaid-related projects, having joined the organization following her time as the Deputy Medicaid Director for New Hampshire. At AIR, Ms. Cohen’s work includes the CMMI Innovation in Behavioral Health Model implementation where she provides TA on the Medicaid side of the Model. 

Cohen manages a D-SNP stakeholder engagement project, providing member focus group facilitation and analyses, and is part of the team evaluating a population health initiative aimed at helping health clinics improve population health and enhance social health practices. She conducts research on the intersection of maternal health and Medicaid policy, presenting at national conferences on the topic. She has also provided project management and research support on CCIIO projects.

As the New Hampshire Deputy Medicaid Director, Cohen directed senior level policy development and oversaw implementation of policies and procedures. She managed the state’s CMMI Maternal Opioid Misuse Model as well as Medicaid waivers and SPAs including the Substance Use Disorder-Serious Mental Illness 1115 Demonstration Waiver. 

Prior to the deputy director position, she was the administrator responsible for oversight and implementation of the managed care program for the NH Medicaid expansion population that included a community engagement requirement. Cohen also spent over a decade in hospital administration and was a health policy analyst for New York City government.
