Alex Bishop

Alex Bishop, PMP has more than a decade of experience leading applied research and evaluation projects across education, workforce, and social policy. Her work is grounded in a strong interest in understanding people—their experiences, challenges, and decisionmaking—and using those insights to support practical improvements that enhance outcomes and lived experiences.

Bishop specializes in qualitative and mixed‑methods research, with strengths in usability testing, human‑centered design, behavioral insights, implementation fidelity, and stakeholder sensemaking. She currently serves as deputy director and usability testing lead on multiple behavioral insights initiatives with the Pennsylvania Department of Labor & Industry’s Office of Unemployment Compensation, where she applies plain language principles and usability testing to improve claimant understanding and experiences across claims and adjudication processes.

Her work spans qualitative and mixed‑methods research across diverse policy and program contexts, helping partners understand how programs function in practice and where targeted improvements can have the greatest impact. She leads qualitative data collection and analysis and facilitates stakeholder sensemaking to translate evidence into insights that inform policy decisions and program improvement.

In addition to client‑facing leadership, Bishop leads AIR’s internal Qualitative Community of Practice and brings a learning‑oriented mindset to exploring how artificial intelligence can responsibly augment qualitative research. She partners with AIR’s Technology Solutions team to test and apply AI‑supported tools that improve efficiency and scale while keeping research user‑centered and grounded in real‑world context.
