Needs Assessment │ Center for Early Learning Systems

Assessing access to early care and education is a key first step in any policy improvement initiative. In part because of the diverse delivery system for early childhood programs in the U.S., there is no single source of data on the availability of programs much less on the enrollment in those programs. In an effort to address this challenge, for more than a decade AIR has been analyzing data from diverse sources on the supply of public and private programs for children ages birth to 5 in the state of California, and taking into account the various population factors that might affect the demand or need for these programs.

Developing a rationale and approach for expanding access to preschool or other early care and education(ECE) programs is an important part of the planning process.
