Improving Teaching Effectiveness: Implementation
The Intensive Partnerships for Effective Teaching Through 2013–2014
Can districts and charter management organizations (CMOs) use contemporary ideas about teacher evaluation, management, and support to spark big improvements in student outcomes? To answer this question, the Bill & Melinda Gates Foundation launched the Intensive Partnerships for Effective Teaching initiative with seven sites across the country that had diverse needs and student populations. The Intensive Partnership initiative is based on the premise that efforts to improve instruction can benefit from high-quality measures of teaching effectiveness, and seeks to determine whether each school can implement a high-quality measure of teaching effectiveness and use it to support and manage teachers in ways that improve student outcomes.
This report summarizes the implementation of the initiative from 2010 through 2014, and addresses the interests of researchers, policymakers, and practitioners who want to understand the potential benefits and challenges of adopting new teacher-evaluation systems and related reforms.
