Facilitating Strategic Technical Assistance Toolkit

The Facilitating Strategic Technical Assistance Partnerships Toolkit is a resource for regional comprehensive centers working closely with state departments of education. Toolkit resources are designed to help comprehensive centers facilitate meaningful interactions between state education agency (SEA) leaders and their technical assistance partners. Toolkit materials offer guidance for facilitating meetings between the state and its technical assistance providers, highlight an example of a technical assistance alignment repository, and provide sample processes for action planning throughout the life of the project.

The toolkit, developed by the Great Lakes Comprehensive Center, is divided into modules by topic. The PowerPoint models below consist of slide presentations, handouts, facilitators’ notes, and supplemental materials that provide supplemental information about facilitating conversations between technical assistance providers and state leaders.

Module 1 (PPT): Strategic Technical Assistance Partnerships

Contains 6 hours of content for facilitating an initial meeting between an SEA and its technical assistance partners.

Module 2 (PPT): Building a Technical Assistance Repository

Features a case study of how the Michigan Department of Education developed a technical assistance repository that systematically organizes information about technical assistance providers working in the department.

Module 3 (PPT): Convening Technical Assistance Providers

Contains 6 hours of content for facilitating a follow-up meeting between the SEA and its technical assistance partners.

Module 4 (PPT): Developing State-Level Technical Assistance Processes

Contains approximately 3 hours of content for a meeting of SEA staff who want to develop internal processes for soliciting technical assistance services.

Great Lakes Comprehensive Center (GLCC)

The Great Lakes Comprehensive Center was one of 15 regional comprehensive centers funded by the U.S. Department of Education for the October 2012–September 2019 grant cycle of the Comprehensive Centers Program. The centers provided capacity-building technical assistance to state education agencies in their implementation and administration of programs authorized under the Elementary and Secondary Education Act of 1965, reauthorized in 2015 as the Every Student Succeeds Act.
