The major goals of Title I funding are to provide services to children in low income families and to support school districts with large numbers of poor children. In 2015 ESSA mandated a report examining the distribution of Title I funds to better understand how the current formulas affect various types of school districts—large and small, poor and wealthy, urban, and rural. AIR conducted this report with the National Center for Education Statistics.

One way to ensure that all students have equitable access to well-prepared, effective teachers is to establish evidence-based systems that clearly articulate the competencies a teacher must possess to be successful in educating all students to high standards. To support educators of English Learners, the Council of Chief State School Officers empaneled two working groups composed of SEA leaders, district leaders, and staff, AIR, and Education Northwest. These working groups integrated attributes characteristic of effective teachers of ELs and exemplars of effective instructional practices for ELs into two widely used teacher evaluation and support systems.

Educational attainment is negatively related to unemployment and to working part time involuntarily. The National Center for Education Statistics released a new Data Point report entitled Relationship Between Educational Attainment and Labor Underutilization. This report examines the relationship between educational attainment and the rates at which adults are unemployed or underemployed (working involuntarily part time or involuntarily in a temporary job).
