The Massachusetts Department of Elementary and Secondary Education has an ongoing commitment to improve support provided to all schools, with an emphasis on the lowest performing schools. This report summarizes findings from AIR’s qualitative analyses of turnaround practices that appear challenging for low-performing high schools, as well as promising practices used by improving and higher performing high schools in the state.

This brief describes how an early warning system can meet ESSA requirements for states to support the lowest performing high schools in the nation. AIR provided direct aid and support to more than 100 school districts in more than 30 states to build, implement, and evaluate a variety of EWS initiatives. This support has resulted in improved graduation rates for schools, districts, and states.

The path to college and career readiness is complex. Providing schools and students with the research-based support they need at every critical stage can make all the difference for success, and ESSA provides an opportunity for states and districts to develop a more coherent and coordinated approach to ensuring all students are college and career ready. AIR works with leaders at the state, district and school levels to consider strategies that fit the local context and are supported by evidence.
