Evidence-based policy making and evaluation are a critical part of effective public management and international development. Data and metrics provide a core foundation for planning, implementation, monitoring, and evaluation. Governments and organizations are learning to embrace more Open Data and Big Data approaches as a way to streamline and modernize their data-driven policy approaches. AIR develops and implements these approaches to provide new insights into organizational capacity and impact.

Effective monitoring and evaluation (M&E) systems are essential to helping development actors implement interventions based on evidence, with fidelity and integrity; to access and utilize evidence needed for scale up and replication of effective solutions; and to document proven practices that serve those most in need. AIR's evaluation capacity is represented by research scientists, economists, evaluation specialists, and program implementation experts who understand and employ the principles of effective project management while using appropriate methods to generate evidence to document, guide, and assess project achievement of intended results.
Although women’s employment possibilities have improved with the rise of globalization, women in low- and middle-income countries often perform jobs that have low skill requirements and frequently choose occupations that are highly feminized, tend to be less socially valued, and pay lower wages. This systematic review will be the first to assess the impact of vocational and business training on women’s socioeconomic outcomes.
Post-conflict regions are often characterized by a weakness in resilience, social cohesion, and human security, which may be reinforced by gender inequality. The continued absence of positive gender socialization can serve to perpetuate inequality, inevitably confining women to traditional gender roles. Women constitute the largest proportion of out-of-school youth in Uganda, and their limited educational opportunities render them unable to contribute to this aspect of the peace-building process, which in turn may further delay progress in peace-building.
Youth violence disrupts communities and businesses, increases health care costs, and decreases property values—not to mention the human impact. The Safe and Successful Youth Initiative (SSYI) in Massachusetts combines health and safety approaches to eliminating serious violence among high-risk, urban youth. Does it work? Three new AIR evaluations, announced by MA former governor Patrick, showed youth not involved in SSYI were 42% more likely to be incarcerated than youth who were.
AIR is currently conducting a comprehensive job analysis and competency modeling project for all jobs across the Washington Metropolitan Area Transportation Authority (WMATA). This work represents a large-scale change initiative across the Metro organization and culture. Ultimately, the charge of this project is to move WMATA from its current state related to job descriptions and competencies to a more ideal future state. Our support includes conducting an environmental scan, baseline studies, job observations, structured interviews, surveys, workshops, and focus groups with job incumbents, supervisors, and other job experts.

Researchers have found that unfamiliar, epidemic diseases (such as Ebola) are more likely to cause concern than familiar, endemic diseases, such as the flu. The School Improvement Grants program provides grants to support rigorous interventions aimed at turning around the nation’s persistently lowest achieving schools. AIR has worked with the Department of Education to develop profiles of state-, district-, and school-level strategies to build capacity for turning around the lowest-performing schools.
