Zarko Vukmirovic

Principal Researcher and Psychometrician / Statistician

Zarko Vukmirovic is a principal researcher and psychometrician/statistician at AIR, providing consulting services for international projects that promote educational and professional growth through assessment and research. He has over 30 years of corporate and academic experience in psychological and educational assessment, including test development, setting performance standards, psychometrics, statistics, research methods, program evaluation, and project management. His work focuses on assisting Ministries of Education in low-and middle-income countries in developing national assessment systems for monitoring and promoting quality of education, and he delivers related capacity building. Vukmirovic has spearheaded technical teams in international projects in some 15 countries worldwide.

Currently, Vukmirovic is project director and team leader for the World Bank-funded project on National Assessment of Secondary Students in Bangladesh, providing technical assistance and capacity-building to the Government of Bangladesh in test development, psychometrics, statistical analysis, and results reporting. He has also worked as team leader and psychometrician on the Bangladeshi National Student Assessment 2017 and 2015 programs for primary education.

Vukmirovic is also a technical lead on the UNICEF-India project Strengthening Systemic Capacity on Learning Assessment and Use of Data for Improving Learning, which provides capacity building to 10 Indian states covering all stages of assessment cycle, including assessment frameworks, item writing, item banking, piloting, assembly of operational forms, data analysis, and production of reports for various stakeholders. He is currently providing technical assistance to the Indian National Council for Educational Research and Training (NCERT) on assessment design, item development, sampling, piloting, and operational test construction for their National Achievement Survey 2021.  

In Ethiopia, Vukmirovic has been providing technical leadership for the Reading for Ethiopia’s Achievement Developed, Monitoring and Evaluation (READ M&E) project, funded by USAID. This included development, analysis, and results reporting of students’ (EGRA) and teachers’ assessments in seven local languages and English. He is also conducting capacity building workshops for governmental technical staff (NEAEA and RSEBs) covering data analysis, item banking, and psychometric aspects of Ethiopian National Learning Assessments.

Prior to joining AIR in 2006, Vukmirovic worked as senior psychometrician-manager at Harcourt Assessment, where he served as a lead psychometrician for statewide assessment projects in Massachusetts (MCAS – Massachusetts Comprehensive Assessment System) and Florida (FCAT – Florida Comprehensive Assessment Tests) and supervised a team of psychometricians and data analysts working on other state programs (Minnesota, Nevada, and Mississippi).

Vukmirovic also has a substantial teaching experience from University of Rijeka, Croatia, where he taught psychometrics and research methods and served as chair of the Department of Psychology.
