The SAMHSA Disaster Technical Assistance Center (DTAC) helps states, U.S. territories, tribes, and localities deliver an effective mental health and substance use-related (behavioral health) response to disasters. With our partner Manhattan Strategy Group, AIR supports communities to prepare for, respond to, and recover from disasters and emergencies, and develop a coordinated infrastructure for mental health and substance use service needs. 

We provide effective training and technical assistance that responds to the unique need of disaster-affected communities and individuals. Our team develops products and resources that address the interdisciplinary nature of Disaster Behavioral Health (DBH), which extends into fields including public health and epidemiology, sociology, psychology, and emergency management. 

The SAMHSA DTAC team also provides technical assistance to support the needs of the joint SAMHSA/FEMA Crisis Counseling Assistance and Training grant program, known as the CCP. The CCP supports recovery for survivors of natural and human-caused disasters through community-based outreach, crisis counseling, and other disaster behavioral health services to States, U.S. territories, and federally recognized tribes after Presidential disaster or emergency declarations.
