Special Education Finance

Under the Individuals with Disabilities Education Act (IDEA), states and localities are responsible for providing special education programs and services to eligible children with disabilities. Through the national Special Education Expenditure Project and other state studies, AIR has done substantial work in estimating special education expenditures on various components (e.g., instruction, administration, transportation) as well as by disability category and student need. AIR also provides consulting services to states on issues relating to their special education funding formulas and related policies. Much of this work was done through AIR’s Center for Special Education Finance.
