Professional Judgment Model

The Professional Judgment Model was devised by Jay Chambers and Tom Parrish more than twenty-five years ago to help address issues of adequacy and equity in state school funding systems. The model relies heavily on panels of highly qualified educators to help define and specify the resources necessary to achieve desired outcomes for students. These resource specifications may then serve as the basis for determining the cost of an adequate education.
