The well-documented gap that exists between those who have and those who do not have access to technology (telephones, computers, Internet access) and related services. It is not simply a question of the provision of equipment, but can also be attributed to poor phone lines, antiquated equipment, limited access through over-booked public facilities, expensive user fees and lack of confidence or technical skill to use the technology.
