Government Contracts
The American Institutes for Research holds several government-wide and agency-specific Indefinite Delivery Indefinite Quantity (IDIQ) contracts and several agency-specific contracts. These contracts enable AIR to quickly respond to requests for service either on a sole source or competitive basis. Since AIR has already been identified as a qualified vendor the award process can be reduced from months to weeks.

Government-wide IDIQ Contracts
GSA (General Services Administration)\MOBIS (Management, Organizational, and Business Improvement Services)
AIR is a registered vendor, and anyone in the government, domestic or foreign, can buy off this schedule. We provide Consulting Services, Facilitation Services, and Survey Services under this IDIQ.
GSA (General Services Administration)/Communications
This contract allows AIR to receive task orders in the areas of Marketing, Media, and Public Information Services. Most of the work has come through HHS, but it is available to anyone in the government who wants to order services in these areas.
Health and Human Services (HHS)
This contract through the Program Support Center of HHS allows us to market anywhere within the government, although most work comes primarily from the Administration for Children, Youth, and Families (ACYF). The contract has a ceiling of two million dollars per task order and two-year time limit.
National Institutes of Health HHS
Task orders may be issued from any Federal agency for Communication and Information Services, although most will be issued by NIH for medical, scientific, or health information. There are 16 substantive areas within the contract where tasks can be issued. Task orders can be fixed price, T&M, or cost plus fee.
Agency-specific IDIQ Contracts
Centers for Disease Control (CDC)
This contract allows AIR to bid on all Health Communication Task Orders issued by CDC. This includes production of health communication programs, projects, and materials.
Center for Medicare and Medicaid Services (CMS)
AIR has two IDIQs. Our direct contract is to Design and Conduct Surveys. Tasks are issued either fixed price or cost plus fixed fee. Our subcontract is with Klemm Analysis Group and allows for Analysis of Large Data Sets. Again tasks are issued either fixed price or cost plus fixed fee.
Center for Medicare and Medicaid Services (CMS)
As a subcontractor to the Center for Naval Analysis (CNA), AIR has access to three IDIQs related to research, analysis, demonstration, and survey work. Task orders are issued on a cost plus fee basis.
U.S. Department of Education (ED), International Activities
The purpose of this contract is to allow AIR to provide the National Center for Education Statistics (NCES) with technical analytic skills and capabilities to carry out its international program. Work is issued as work requests (FP) and task orders (FP, T&M, CPFF).
U.S. Department of Education (ED), Multiple Award Task Order (MATO)
The purpose of this contract is to provide ED with technical and analytical support in policy analysis, statistical analysis and evaluations. Task orders can be issued for work in:
- Planning and Evaluation Services (PES)
- Office of Public Affairs (OPA)
- Office of Elementary and Secondary Education (OESE)
- Office of Special Education and Rehabilitative Services (OSERS)
- Office of Educational Research and Improvement (OERI)
- National Center for Education Statistics (NCES)
- Office of Bilingual Education and Minority Language Affairs (OBEMLA)
- Office of Vocational and Adult Education (OVAE)
- National Education Goal Panel (NEGP)
- National Assessment Governing Board (NAGB)
- National Institute for Literacy (NIFL)
AIR is qualified to perform work in:
- Research and Policy Analysis/Assessment
- Research and Evaluation Design
- Data Collection and Analysis
- Performance Measurement
- Program Assessment
- Technical Support
Task orders may be issued Fixed Price, T&M, or CPAF.
National Science Foundation (NSF)
Under this contract AIR provides Technical Support for Accountability and Assessment of Programmatic Evaluation for NSF’s Directorate for Education and Human Resources. Task orders are issued on a cost plus fixed fee basis.
Substance Abuse Mental Health Services Admin. (SAMHSA)
Task orders in this contract are issued in six domains:
- Policy Development
- Program Development
- Data Acquisition and Analysis
- Evaluation, Program Marketing, and Communications
- Technical Assistance and Training
Task orders are issued on a cost plus award fee basis.
