Rigorous qualitative and quantitative evaluation studies focus on program implementation, cost-effectiveness, and impact; descriptive and exploratory research informs better understanding of social, economic, and educational development and improves practice.
Providing governments and international aid agencies with the educational assessment tools and expertise they need to measure progress in student achievement and school effectiveness.
