The job analysis of the Foreign Service Generalist Officer (FSO) Corps described general work activities and specific tasks performed for all pos
itions held by FSOs. In addition, the job analysis described the work context in which job performance occurs and the knowledge, skills, abilities, and work styles needed for successful performance.

This project, the largest job analysis conducted at the Department of State since 1983, was to be used for selection, training, performance appraisal, and career development.

The core activities of the job analysis were conducted in approximately 11 months. Activities after this 11-month period included additional analyses for various purposes, including the development of a job analysis database, training on using the job information and database, and other related tasks. AIR also conducted a parallel study for the U.S. Information Agency.

Approach

The job analysis involved the identification of general work activities and specific tasks, as well as the knowledge, skills, and abilities (KSAs) needed to perform them, for all positions held by FSOs. Standard job analytic methodologies were used to gather this information, including two census surveys, numerous one-on-one interviews, and focus groups at both domestic and foreign locations.

Results

We provided comprehensive reports of the outcomes, data files containing the job-relevant information, and guidelines for using the job analysis data in subsequent personnel decisions, such as training, performance appraisal, or selection.
