Jayne Sowers is a senior technical assistance consultant at AIR where she leads and manages technical assistance to state departments of education, districts and schools. She assists educational partners in creating strategic plans to increase educational outcomes, closing achievement gaps, and improving the quality of instruction, especially in low-performing schools and districts. Sowers brings a high level of knowledge and experience in assisting educators with school improvement grants (SIGs); ESEA flexibility waivers; school improvement; and turnarounds. She leads educators in making data-based decisions and in selecting research-based interventions. Sowers participates in qualitative research by conducting interviews and focus groups and writing corresponding narratives.
Dr. Sowers serves on AIR’s Institutional Review Board and as staff on the Great Lakes Comprehensive Center and the Southeast Comprehensive Center. She has worked with state education agencies for ten years and taught at the preschool, elementary and university levels for over 20 years. She has authored two books in her specialty areas – early childhood education and English language learners.
