Debra Meibaum is a senior technical assistance consultant at AIR. Meibaum has 35 years of experience in providing professional development and technical assistance to intermediate, state, and local educators on multiple educational topics, including school improvement, best practices for instruction, educator evaluation, Response to Intervention, English language learners, parental involvement, peer coaching, team building, needs assessment, and the Elementary and Secondary Education Act.
In her current position with the Southeast Comprehensive Center (SECC), Meibaum oversees the planning and delivery of technical assistance and professional development in Mississippi, and assists in providing these same services to other states served by the SECC. Meibaum serves as the SECC state liaison with the Mississippi Department of Education (MDE). In this role, Meibaum meets with key MDE staff monthly to assess their needs and align planning and delivery of technical assistance to state priorities and initiatives. She also facilitates various MDE committees, including accreditation standards task forces, strategic planning work sessions, educator evaluation and low performing schools focus groups, Response to Intervention Collaborative, Statewide System of Support Collaborative, Federal Programs Steering Committee, Consolidated Federal Programs Applications Task Force, and the Consolidated Federal Programs Monitoring Instrument Task Force.
Meibaum’s work also is focused on school improvement and federal programs, including providing professional development and technical assistance on effective schoolwide planning, school improvement plans, school support teams, comprehensive needs assessments, district/school monitoring and site visits, instructional best practices, and coordination of services. Additionally, Meibaum has conducted extensive reviews of Elementary and Secondary Education Act related statutes, regulations, requirements, and guidance documents. Previously, Meibaum worked at the Mississippi Department of Education for 13 years, where she provided and directed services to local school districts on English learners, national origin desegregation, race desegregation, gender equity, and special education. She also worked in the Mississippi and Louisiana public school systems at the school and district levels. Meibaum is certified in Mississippi as an elementary administrator and special subject supervisor.
