Angela Minnici is a vice president at AIR and the director of the Center on Great Teachers and Leaders, a federally-funded center dedicated to supporting states in their efforts to grow, respect, and support great teachers and leaders for all students. She oversees the Center’s operations and ensures the quality of products and technical assistance to states and regional centers.
Dr. Minnici coordinates, supports and leads project teams in the development and implementation of tools and processes designed to improve educator effectiveness, particularly those focused on evaluation of educators. Her work focuses on both the state and district level, and she has worked with clients - such as the Mississippi Department of Education - to streamline and redesign their teacher evaluation system for statewide use, as well as with the East Saint Louis School District to design and implement a new educator evaluation process that includes measures of student growth.
Dr. Minnici is trained in both qualitative and quantitative research methods and specializes in case study research. Current research projects include the Bill and Melinda Gates Foundation College Ready Integration Portfolio evaluation and the evaluation of the Syracuse City School District’s teacher evaluation system.
Dr. Minnici began her career as a public school teacher and has held various positions in education and research. She has worked with diverse education stakeholders, such as federal and state policymakers, teachers, administrators, parents and other education organizations. Prior to joining AIR, Dr. Minnici was a senior researcher at the Center on Education Policy and was principal investigator for several multi-state research projects that examined federal and state education policies, including the No Child Left Behind Act. She also worked for the Georgia Department of Education in the Title I division. Most recently, Dr. Minnici was the associate director of educational issues at the American Federation of Teachers and was charged with developing policy, publications and technical assistance to improve teacher quality.
