Michael J. Williams, JD

International Counsel

Michael Williams joined AIR after 25 years with the U.S. Agency for International Development. For USAID Mr. Williams served as Assistant General Counsel for Asia and the Near East where he provided legal and program advice and supervised both Washington-based and overseas attorneys. Mr. Williams’ overseas service included five years in El Salvador where he designed and implemented El Salvador’s National Reconstruction Program to deepen democratic and economic reforms following their civil war, nine years in Honduras working on broad-based development of macroeconomic reform and modernization of national health and education systems, and three years in Egypt as legal advisor for USAID’s largest country program. Mr. Williams holds a Juris Doctor (JD) from the University of Michigan Law School and a BA in Political Science from Michigan State University.
