Heidi Silver-Pacuilla

Research Analyst

Heidi Silver-Pacuilla, is a Research Analyst at AIR. She completed her doctorate in 2003 at the University of Arizona in adult literacy and learning disabilities. She completed a fellowship from NIDRR in 2004, during which she studied assistive technology for adult literacy students with learning disabilities. Her dissertation research also involved literacy learners with disabilities.

At AIR, Dr. Silver-Pacuilla works on both the National Center for Technology Innovation (NCTI) and the National Reporting Standards (NRS) Project. On NCTI, she contributes to content development about assistive technology practice and research, coordination with commissioned experts of product development, and creation of video dialogues with product and research innovators. Her role on the NRS project is with technical assistance to states to develop and implement evaluation instruments, policies, and practices that support higher quality data collection and management.

Prior to joining AIR, she held a position with Pima College Adult Education in Tucson, where she coordinated training for adult literacy and ESOL instructors in explicit instruction for low level students and provided coaching on implementation and accommodation issues. As a Disability Specialist at Pima and the University of Arizona, she coordinated policy and professional development for adult education instructors in accommodating and redesigning curriculum to meet the needs of students with special needs.
