Joel D. Sherman, Ph.D., Vice President at AIR, has 25 years of experience directing education studies and projects. He has directed numerous task-ordering contracts for different ED offices, including the Planning and Evaluation Service and the Budget Service. Since 1992, he has been the Project Director of the task-ordering contract for the International Activities Project in the National Center for Education Statistics. As Project Director on these contracts, he has conducted numerous quick-turnaround analyses and supervised project staff who have performed similar work for ED.
In addition, Dr. Sherman has conducted numerous studies comparing education in the United States and other developed countries. His domestic work in education finance has focused on the federal role in financing education. Dr. Sherman is currently a Senior Advisor on the Targeting and Resource Allocation Component (TRAC) of the National Longitudinal Study of No Child Left Behind. Dr. Sherman received his M.A. in Comparative Government from New York University, and his Ph.D. in Political Economy from Columbia University.
