Howard R. Sampson

Principal Program Specialist

Rick Sampson has been providing leadership in behavioral healthcare and human services for 30 years. With a focus on meeting unmet need, performance-based management, and quality improvement, he has led for profit and non profit organizations as well as governmental agencies at the Federal, State, and Local levels in the development of performance measures and standards and in the development of systems level services improvement. As a government official, as a private consultant, and as a contract provider, Mr. Sampson has played key roles in the implementation of the Government Performance and Results Act (GPRA) and other performance measurement strategies for major national programs such as the $1.8 Billion Substance Abuse Prevention and Treatment Block Grant, in the development and provision of technical assistance and the delivery of Knowledge Application activities.

Rick’s management and clinical experience incorporate service in all areas of behavioral health care including mental health, substance abuse, and developmental disabilities and in the interfaces between these systems and the primary health and mainstream social services systems of care. Known as an innovative leader, he consistently develops programs and services that help make systems work for people. Rick has also provided direct services, policy development and organizational leadership in the areas of Child Welfare, Foster Care and Adult and Child Protective Services.
