Deborah (Montgomery) Parrish

Vice President

Deborah (Montgomery) Parrish is a Vice President at AIR in Palo Alto, with over 20 years of combined research, evaluation, and teaching experience for national, state, and local governments. Areas of expertise include early childhood education, parent education, child care and development, early intervention, staff/family partnerships, program quality improvement and education finance and policy.

Over the years, Ms. Parrish has worked with a diverse group of state and federal policymakers, researchers, community agencies, teachers, and parents to apply research and evaluation findings to the implementation of effective practices in educational and prevention services settings. She is currently overseeing an evaluation of the Family Literacy Initiative Evaluation in Los Angeles County, where 15 grantees have been funded to become model programs offering adult education, parent education, early childhood education and parent and child interactive literacy activities.

Ms. Parrish recently directed the Early Care and Education Family Partnership Initiative for the California Department of Education, Child Development Division, to develop a master plan for staff/family partnerships in state-subsidized programs for children from birth to 14 years of age. Ms. Parrish holds a Master's degree from Stanford University School of Education in Administration and Policy Analysis, and a credential as a Parent Educator in California.
