Natalia Pane

Principal Research Analyst

Natalia Pane, a Principal Research Analyst at AIR, offers expertise in strategic planning and performance management, particularly as they relate to the federal government and the Government Performance and Results Act (GPRA); data analyses and data quality issues; and qualitative and quantitative data collection methodologies (e.g., survey design). Since 1997, Ms. Pane has assisted the U.S. Department of Education conceptualize, write, and produce three strategic plans, six annual plans, and four annual reports.

She has taught thousands of Department staff, grantees, and others about performance measurement, strategic planning, GPRA, and data quality. Ms. Pane has written more than 40 articles, papers, presentations, and book chapters on the implementation of GPRA and data quality issues. She has completed a book chapter, "Decentralization Does Not Mean Poor Data Quality,” for an international series on evaluation and performance measurement. She has also written numerous how-to manuals for beginning users of performance management and briefs on evaluation and data collection.

In her survey work, Ms. Pane has assisted in item development for 10 major nationwide surveys, and is one of AIR’s recognized experts in cognitive lab methodology and frequently serves as a trainer of this methodology. Ms. Pane did her doctoral work in social psychology with an emphasis in statistics and methods at the University of Delaware and recently completed an MBA at the University of Maryland.
