Jay Moskowitz
Senior Vice President, Director of Education and Human Development
Jay Moskowitz, Senior Vice President and Director of the Education and Human Development (EHD) Program, is responsible for AIR’s domestic and comparative education and human development practice. He provides overall direction of EHD (320 staff members), strategic planning, supervision of unit managers, resource allocation, mentoring and quality assurance. In addition, he serves as staff director for Organization of Economic Cooperation and Development Network on Learning Outcomes, supported by the U.S. National Center for Education Statistics. Prior to becoming the Director of the Education and Human Development Program, Dr. Moskowitz directed AIR’s International Development Program.
He has advised the World Bank, OECD, the U.S. Department of Education (ED), USAID and individual countries on issues of monitoring and evaluating student outcomes, building performance monitoring systems to promote informed policy development and evaluation and strategic planning for integrating measurement into national and regional policies and programs. Additionally, he has directed numerous projects supported by the U.S. Department of Education, studies that examined special education expenditures, and developed alternative methodological approaches for indices of educational price, cost and fiscal capacity. He also has conducted seminal research on the distribution of educational resources among schools and grade levels within school districts. Jay received his Ph.D. from the Maxwell School at Syracuse University.
