Mark Kutner, Ph.D.
Division Deputy Director, Education, Human Development, and the Workforce
Mark Kutner, Ph.D., a Vice President at AIR, is deputy director of the Education, Human Development, and Workforce Division. Dr. Kutner directed the 2003 National Assessment of Adult Literacy, the nation’s most recent measurement of the literacy of America’s adults, focusing on workplace, family, and community settings.
His research projects have focused on a broad range of policy issues related to adult education and literacy, including the assessment of second language learners and professional development, learner assessment, and issues associated with the preparation of adults for the workforce through adult education and workplace literacy programs, staff development for adult education instructors, and welfare reform efforts.
Dr. Kutner received his Ph.D. in Public Policy from the George Washington University, his Masters Degree in Public Administration from the Maxwell Graduate School at Syracuse University, and his Bachelor’s Degree from Brooklyn College of the City University of New York.
