Hamid Kizilbash, Ph.D.
Principal Research Analyst
Dr. Kizilbash, Principal Research Analyst at AIR, is currently serving as the project manager for ESRA, Pakistan and is primarily responsible for leading a technical team in implementing the teacher and administrator training component of an education sector reform assistance program with emphasis on designing and implementing strategies for professional development, data collection, and assessment.
Prior to joining AIR, he was the project director of a UNDP funded program to establish a teacher training institution for teachers of primary grades in Lahore, Pakistan. He has also served as a consultant on many programs with teacher professional development as a focus including CREATE Charter High School, SAHE Arifwala Primary Schools Project, and headed the Rural Primary Teachers Quality Improvement Project for UNESCO, which developed and tested a professional development model for rural teachers in Pakistan including the production of materials in the local language for dissemination to all the four provinces of Pakistan. Dr. Kizilbash received his Ph.D. in Political Science from Duke University and was visiting postdoctoral scholar at Teacher College, Columbia University in 1998. Kizilbash has taught at many institutions including University of the Punjab, Fordham, Lake Forest College and DePaul University. He is the author of a number of books and articles and his study of teacher education in Pakistan has been widely quoted, most recently in the World Bank study on social development 2004.
