Steven D. Honegger

Senior Research Analyst

Steven Honegger has provided successful leadership in the development and use of programmatic outcome indicators, and in education finance research and evaluation. His leadership builds on 12 years of extensive state-level leadership and experience in education finance, budgeting and policy analysis for primary, secondary, and post-secondary education systems.

Mr. Honegger has assisted the National Center for Education Statistics in revising the Financial Accounting for Local and State School Systems: 2004 Edition, a document used by state and local education agencies across the nation. This update incorporated new accounting standards and financial recommendations to elementary and secondary school systems. Within the area of outcome measures, he has developed a set of key program indicators and analyses to assist the Knight Foundation in their grantmaking efforts. Building on this work, he assisted the Knight Foundation in developing and implementing a series of priority setting meetings using these measures to consensus-build funding priorities at the community level.

Prior to joining AIR, Mr. Honegger served as Division Chief for Education at the Illinois Bureau of the Budget, and has evaluated and shaped fiscal and policy-related legislation affecting elementary and secondary education and higher education at the state level, including the need for the creation of additional state level student financial aid mechanisms, and evaluated the efficacy of new financial aid proposals. Additionally, Mr. Honegger served as the budget director for the Illinois Department of Children and Family Services, developing and overseeing department budgets in excess of one billion dollars. Mr. Honegger holds a M.S. in Economics from the University of Illinois, with emphases in finance, and money and banking. He also holds a B.A. in Economics and a B.A. in French from Illinois Wesleyan University.
